When I added a new keyboard I found out a problem on the English keyboard.
I have added “Persian” keyboard. Caps lock is changed to language switch. Also, there is no globe key. Double click on the shift key change it to caps lock key by the way ( just on English keyboard).
Following has not solved the problem:
Go to Settings > General > Keyboard and switch off the item for using caps lock to change language.

Having a key twice is obviously redundant! Instead of one of them we can have another key.
yes adding the third keyboard will bring back the caps lock and globe.
it’s a bug in iPadOS.
Try adding a 3rd keyboard like French and see what happens.
If you only have one language, I think it is normal to have no Globe key and just an Emoji key.
Someone at Apple probably decided that Caps Lock did not serve much purpose with Arabic script, so decided to use it to switch back and forth to Latin.

Yes, the key you mentioned change the language/keyboard.
It’s also weird that if I remove Persian keyboard and just have English (US), there is no globe key!!!

The following photo is Persian keyboard. On the setting I have two keyboards, English (US) and Persian + Emoji
The following photo is when I have only English (US). As you can see there is no globe key.

No with only one language there should be a globe key. If you see the screenshot there are two .?123 on the left and right sides of space which is redundant.
Two 123 keys is standard as far as I know. A globe key would be redundant with only one language and the emoji key present.
Do you get a globe key if you add a 3rd keyboard?
