Is there a way to configure the Message app to not send a message with the "return"?
I am not a great typist and I frequently miss-hit the "return" key before the message is complete.

I have to agree with the others, and leroy has some workarounds, but others have noticed for years that one can hit return on the iPhone and continue typing but on the Mac it just gets sent then and there. At least Ventura now has "unsend" if you are quick (a few seconds).

you can /submit your Apple Feedback here: Product Feedback - Apple
On the Mac it's Option+Return or Option+Enter to get a line feed into the text message.
Tell Apple what missing features you'd like restored or new features added to the system via Feedback - macOS - Apple.
I know of no way to remap the Return key. All text replacement or keyboard shortcuts require 2 keys.
The only solution that I can think of is to take typing lessons. 🤭
