Hello! You can't delete Control Center. You can customize it. System Settings > Control Center. For the function keys got to System Settings > Keyboard > Keyboard shortcuts > Function Keys and disable "Use F1, F2, etc. keys as standard function keys". Have a great day!

Technically, Control Centre is Built Into the Operating System.
The Operating System resides in a Sealed and Read Only Volume that can not be opened by the User.
