Apple TV App Age Restrictions

Youtube previously fell under the 12+ app age restrictions which required a pass code to use the app. This was great for us. After the TVOS 16 update, the 12+ restriction doesn't apply to Youtube. Applying the 9+ restriction requires a pass code on Youtube but affects other apps (Netflix & Hulu) that have secondary pass code options for specific content.

Why does Youtube not fall under the 12+ restriction any more? Aside from deleting the Youtube app, are there any workarounds to restrict access to the app?

The YouTube app still has the 12+ age rating on Apple devices. Same as the Netflix app. Same as the Hulu app.

Age restrictions won’t be helpful to differentiate access between these.

I have the Apple TV app age restriction set to 12+ and I can access all three apps, Youtube, Netflix and Hulu without a pass code. Netflix and Hulu content are regulated through profiles with pass codes. The age restrictions previously prevented access to Youtube through the use of a pass code.
