I've been trying to make room in my storage so I can update my phone and backup my data, but even after deleting things, the storage isn't going down. I realized I have 4.66 GB of other, and thought it would help to delete that, but even after deleting the Safari history and website data, the size won't decrease. I don't use social media or have my email accessed from my phone, so I don't know what else to do. Please advise.

Troubleshooting iPhone Storage:
Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

I was able to create enough space in storage to complete the backup. I've reset my phone and restored it. Surprisingly, even though my apps aren't missing any data, the storage perceives them to be smaller than they were before, so now I have about 10 GB free.

We don't know what computer that you used. If it was a PC and iTunes was not up to date, that would possibly create the issue that you saw.
I've never seen the error on a Mac.
Advice online said this could be fixed by updating my phone.
Haven't seen that advice and am not familiar with it. But, you can't update as long as you see a space issue. Using a computer will help because the computer stores the download file, not the iPhone.
I tried backing up my phone, and then after over an hour it told me that I didn't have enough storage space to back it up. What's more, the only thing I did on my phone was back it up, but the other amount increased from 4.66 GB to 5.21 GB.
Also, my iphone 7 doesn't have a preferences tab in the Safari menu, and I don't use my phone for TV or music. I do have some pictures and game apps like Pokemon GO.
I can't use my computer to back it up because it won't recognize any content on my phone.
The library usually has PCs for use and the Apple Store and Best Buy have Macs that you can use. I'll bet you have a friend with a PC or Mac as well.
Think about how you will clear a good deal more space on the phone, since it will be right back up to full after you update.
