iPhone 12 mini random freezing / restarting / wifi and bluetooth disabled

On 02/13/2023 I updated my iPhone 12 mini to IOS 16.3.1 and since then have experienced random freezing and restarting multiple times per day. Every time the phone freezes and restarts the wifi and bluetooth toggles are grayed out in settings and cannot be enabled, even if they show as enabled in control center. Wifi and bluetooth functionality cannot be used. The only way I have found to fix this is erasing all content and settings and restoring from back up, but this only fixes it until the phone randomly restarts again. Any fixes to the restarting or wifi and bluetooth issues would be appreciated. I could live with the restarting if connection functionality could be easily reenabled.

If your iPhone is becoming unresponsive and restarting unexpectedly, these steps from If your iOS or iPadOS device restarts or displays the Apple logo or a spinning gear unexpectedly can help isolate the cause of the issue:

Check your software
Make sure that your device has the latest version of iOS or iPadOS and that your apps are up to date. If the issue continues after updating your software and apps, check your hardware.

Check your hardware
On an iPhone 6 or later, check your battery health under Settings > Battery > Battery Health.
If your battery doesn't need service, and your iPhone, iPad, or iPod touch continues to frequently restart or turn off, contact Apple Support.
If your apps quit unexpectedly, learn what to do.
If your device has a frozen screen, doesn't respond, or becomes stuck when you turn it on, learn what to do for iPhone, iPad, or iPod touch.


If this continues after looking over that, then we would recommend contacting Apple Support using the link in that article. They would be the best equipped to look into your next available options.
