IOS 16 No Photo Folder on Add New Wallpaper

i've just purchased a new iphone 14 pro. when i tried to customized my wallpaper locked screen, i could not customized it with my own photo from photo gallery. the only folders that showed up were emoji, weather, and color. how can i add my photo library to new wallpaper folder?

this problem did not happened when i changed my home screen background. i could access my photo library when customized home screen background.

First try a Forced restart

Click here > Force restart iPhone – Apple Support

Also ensure Screen Time is off.

Apart from that it should behave as in Personalize your iPhone Lock Screen – Apple Support

If it still misbehaves you can choose between backup and restore

( Allow a couple of hours) like this
