The purpose of having an Apple ID is not only for purchasing apps in App Store, but also for services like iCloud Drive synchronization (Notes, Reminder, Contacts, Calendar, Photos etc.) and "Find My" to work perfectly between all of your Apple devices, so literally one Apple ID can be used on as many devices as you want. But when you try to log into your Apple ID on another device, you may need to enter a 6-digit verification code sent to your trusted devices which has already logged into your Apple ID (usually that's your iPhone).
But if the two Macs are not used by ONE person, it is not recommend to share one Apple ID on both of them, as it is impossible to separate the personal data on iCloud.
