Child can ignore limit for Instagram - screen time stopped working

Hello there. I can see many people here posted questions on similar issues with screentime and still it has not been resolved. Screentime doesn't block apps when time is up, kids can press ignore the limit and continue using apps that were supposed to shut when time comes to an end. Also, Instagram, (the particular app that gets overused because of screentime fault), remains accessible during downtime despite it is NOT on the always allowed apps list.

What I already tried is :

checked that the ‘block at downtime’ is selected and within settings for each app, checked that the ‘block at limit’ is selected ,

checked that the device is running the most up to date IOS, turned all the phones off and back on again several times.

Installed and reinstalled Instagram,

turned off screentime and then turned on and set it up again.

I also chatted with support here and was redirected to a senior person on the phone call, who started asking same questions and couldnt help at all.

There is no way my child could guess the passcode. I have checked it myself. I set up new passcode, closed settings app. Opened Instagram. Once the time was up, I didnt need to and was not even prompted to type my screentime passcode , it just suggests to ignore the limit straight away.

I set up 10 minutes limit on instagram on the device with "block at limit" on , and spent 10 minutes on instagram to check what is going to happen next! Guess what - I could just press ignore and continue using instagram!

What has to happen so that this issue really gets escalated?? I seriously consider buying an Android phone, as my other kids Samsung works well with its Family app.
