Troubleshooting Location
A. Reenable Location Services:
Turn Location Services off, and then turn it on.
B. Disable Restrictions:

If it is Google giving you issues...
A. Disable a VPN:
Do you have a VPN enabled? If so, disable it.
B. Clear Temporary Internet Files: Clear the History and Cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support

Use Cellular:
Are you connecting via WiFi? Or via Cellular? WiFi can only be broadcasted so far. So, use Cellular. Any difference?

As a Last Thought...
Contact your Carrier, as they are the one who provide you with the service of Cellular.

If Using Google Chrome:
I'd say trash Chrome, and then reinstall it. Perhaps it has become a corrupt install?
If Logged Into Google:
Log out of your Google account, and then clear the Temporary Internet Files once more. See if this goes away. There may be an error syncing with Google's server at this very moment. A week ago, or so, the entire globe was having Internet connection issues here and abroad, and SOS mode would not go away, due to cellular providers. T-Mobile was highly affected by this bug.
Cleared search history. That fixed it until I logged into google and it stopped working again. I assume maybe my google settings are messed up?
It still isn’t working. I’ve tried to use just cellular, tried just Wi-Fi. I’ve reset my phone. Ive checked all of my settings. I’m not quite sure what the issue is.

Go Here: Turn Location Services and GPS On or Off On your iPhone, iPad, or iPod touch - Apple Support
It’s already on.
None of that has worked.
