Getting my son set up - linked and verified I am an adult. Takes me to payment link page which only gives me PayPal as an option. It sends a code and then gives me an error message. Every. Single. Time.
no option to change payment type (even though I have a credit card as my apple pay). Stupidest set up ever. I’ve tried a bunch of things I’ve seen on here and nothing has worked. We just can’t get an Apple ID set up for for him!!?!!! We’ve been trying for two days 😫
In the past it has not been possible to use PayPal as a payment for Family Sharing.

Payment methods that you can use with your Apple ID - Apple Support
I didn't look at the entire list but I don't think there is anywhere where you can only use PayPal as a payment type. There are certain situations where Apple requires a specific payment type which is usually a credit or debit card, but there isn't a list saying which one must be present on an account (but there apparently are certain kinds because the document says that you can use account balance but you definitely need more in many cases), only that list of which ones can be used in a general payment sense.
Since your PayPal message is saying "undefined" I am surmising it is not being accepted as it is. Note the footnotes on the document linked above. One of them say you may have to verify your account with PayPal. if that does not work then try adding a credit or debit card to your account.
