CHILD ACCOUNT ID
Trying to create a child apple id, I was asked to provide credit card. But trying to do so, an error message appears and ask to try again later.

Sometimes those "later" messages really mean another issue. Are you sure you are using a payment method Apple accepts? Payment methods that you can use with your Apple ID - Apple Support
If yes, make sure the payment method you are using now is still good. Add a payment method to your Apple ID - Apple Support
On the possibility it really is a "later" issue, check Apple's servers are working Apple - Support - System Status
