icloud drive

Hi community people, hope you can help! So my scenario is this. using my Macbook, I create and then share a folder with family members using my iCloud drive. A family member then creates a folder within my shared folder and puts some files in it, say from their mac desktop. My question is: who's storage allocation is used for those folders? Essentially I want to exclusively use my 2TB of storage to allow other people to create their own folders and add files to it without using any of their own personal storage allowance. Is this possible - kind of like me hosting a server that they can also use? Family sharing is not, and will not be used in this scenario.
