Pictures not sending to non iPhone users

Suddenly, my phone will not send a picture message to non-iPhone users. I have been getting a green bar across the top as if it is going to send, but then it says failure to send. I am using Wi-Fi. My service is not good where I live. I have done all the things. I have mms, and sms turned on.

WiFi is irrelevant when sending MMS messages. MMS messaging requires a cellular data connection.
