Who Can Carrier Unlock iPad 5th Generation?

I have a 5th Generation iPad that I originally purchased with AT&T cellular services. Who can perform the carrier unlock for me? AT&T and PureTalk have both said that only Apple can perform this. Apple has told me that only AT&T can do this. How can I get to the bottom of this and get a truthful answer?

Only the Carrier to which an iPad is locked can unlock it.

What does it say when you look at Settings>General>About>Carrier?

You may have to scroll to see the entry for Carrier.

There is also a section called Carrier Lock.

Settings>General>About and scroll down to Carrier Lock.

If the iPad is unlocked, it should say 'No SIM restrictions'.

If you get a different answer, the iPad is locked.
