Photos synced from ITunes will be removed ?
If I want to turn on icloud photos, what would happen to those ones synced from iTunes? How can I put them in the iCloud later?

Photos synced from a computer will be deleted from your iPad when you turn on iCloud Photos on the iPad. The originals will not be deleted from the computer.
You can manually upload them from the computer to the Photos app at www.icloud.com using an internet browser and they will then sync with the iPad. Or if you want to install iCloud for Windows on the computer, you can use the instructions from Set up and use iCloud Photos on your Windows PC - Apple Support
