I recently updated my OS to Ventura and updated the Xcode to 14.2. I want to debug some issues in iOS 12.5.5 and when I checked my Xcode there is no option to run the iOS simulator below 13. Is there any way to run the iOS simulator in Xcode 14.2?
On Xcode 14.2 on Monterey 12.6.3, Xcode > Preferences > Platforms > + > iOS > Scroll down. That that selection display is scrollable is less than entirely obvious. Locally, iOS simulators as far back as iOS 12.4 are available.

For my Xcode for the iOS simulator is limited to iOS 13.7. Is there any way to add the iOS 12.5.5 manually?
I have scrolled it down and it stopped at version 13.7
Per the Xcode 14.2 release notes, iOS 11 and later are supported, so see if adding a simulator (or via preferences) for iOS 12 works for your needs here.
