Screen time on Mac not limiting adult websites on other browsers

Do Mac screen time content restrictions only apply to Safari? Multiple sources on the web seem to say that it should work across all browsers, but that is not the case for me. What is the point of limiting adult content with screen time if a child can just download another browser and browse freely?
