why does it say im disabled from the app store? ive logged out and back in. ive reset my phone multiple times. i cant find how to fix it.

why am I disabled from the App Store and how do I fix it? I’ve logged out and back in. I’ve reset my phone multiple times. The only answer I got online was attempted password to many times and it would reset in 24 hours. That’s not true for the password and it’s kept me disabled for multiple days now.

Changing a password won't help with an Apple ID that is disabled in iTunes and App Store (as you have found). It is usually a billing-related issue. This is primarily a user-to-user support forum; other Apple users like you. You will need to contact Apple Support.
