Space bar no longer scrolls page down?

I have a new M2 Mac Mini with an Apple Touch ID keyboard. When I'm reading a long pdf, word doc, article on webpage, etc, hitting the space bar does not scroll down a page like it used to on my old iMac. Hitting the space bar puts a blue outline around the webpage. However, if I hit shift+space it will scroll up a page.


The keyboard does other weird things like hitting the tab key causes blue outlines to go around links and other things. It does this regardless of whether the Keyboard Navigation slider is set on or off in the System settings.


Is there a setting someplace I'm missing?


Appreciate any input.

Seems you having Full Keyboard Access enabled in

> System Settings > Accessibility > Keyboard


Change Accessibility settings on Mac - Apple Support
