Speaker button options

When I receive a call and I want to use the speaker it gives me several options. I don’t want any of these options just use the speaker with one touch. I have my Bluetooth off I have said I do not want to use cellular on my other devices I have the Bluetooth off on the other devices. Yet I have these options and want to get rid of them. Once I took the Mac off my iCloud and the option disappeared but it appeared again. I wish Apple would fix this.
