Can you permanently delete an iCloud account

That does not delete the account. The only way to delete the iCloud account is to delete your Apple ID permanently, which means that all of your purchases are no longer usable.
But I’m not sure what your issue is; do you WANT to delete your iCloud account, or do you think that restarting your phone deleted your iCloud account? It doesn’t. Your iCloud account is still there.
