Apple has provided an article for issues with Face ID check it ☞ If Face ID isn't working on your iPhone or iPad Pro - Apple Support

check this one if you see a message says “ Face ID has been disabled” ☞ If an alert says Face ID has been disabled on your iPhone or iPad Pro - Apple Support
