Ventura System Settings > Wallpaper section not responding (blank)

macOS Ventura, Version 13.2.1

System Settings > Wallpaper section doesn't display options when selected. The heading stays the same as the most recently selected item. 


Tried rebooting in Safe Mode, no change in behavior. 

Guest account works fine. 


Wondering if moving a preferences file out of the way so a new one is created with default settings would resolve the problem. Does anyone know where it is located?


Any other suggestions for resolving?

Thank you for the suggestion, however the whole Wallpaper section is blank and non-responsive.

No scroll bar; no "Built-in Display" image; no list of desktop, color, or picture options; no "Add Folder" ... nothing.


The heading doesn't even update to Wallpaper, it continues to display the last selected section.
