what model-year MacBook Pro is this? is it qualified to run Monterey?
Leaping from Mojave to Monterey should be theoretically possible if your Mac is qualified, but there are some things that may preclude such a leap in ONE step.
At 10.15 Catalina, Apple File System re-organizes the drive to include APFS Volume groups. Also at that version, no more 32-bit Apps are supported.
At 10.11 Big Sur, the Signed, Locked, CheckSummed System Volume is introduced. This is a really major re-organization of drive format as well.
If your downloaded Installer is just old, its internal certificates may have expired, and a new download should produce better results.
