Trying to update iPhone to iOS 16.3.1, but keep getting "Software Update Failed"

I am trying to update to iOS 16.3.1 but I keep getting the message "Software Update Failed." There is enough space, I have tried to delete iOS 16.3 in storage, reset all settings, and tried to install in different networks. For security purposes put in place by my company, this device can't be connected to a computer to update. What else could be the issue?

Since you say your company is security conscious, could they be restricting services to which you can get access with wifi? It may be worth asking them if anything they use is preventing this.
