I've seen others state the same problem ... and I've done all the right things in settings. If I restart my phone it starts up light, but then switches right back to dark mode. It's not set on Automatic, I can't even toggle it off. Has no one come up with a reason/solution? Looks like it's been happening to people for a while (just started on my iPhone 13, which I've had for a year). Thanks!

I read a post buried somewhere that suggested it was related to the lock screen wallpaper. I had a photo of my daughter on mine. I changed it to one of the stock Apple choices (boring) and it hasn’t gone dark since. Ridiculous, as I’ve had my own photos on lock screens forever and a day … but that seemed to be the issue. Maybe the next update will help?

I do understand that’s the suggested route but none of that helped, that’s what I said in my post. Nothing that should have worked did (I tried over & over, for days … it kept reverting back to dark). Changing my lock screen wallpaper to a stock choice did fix it.
Changing my lock screen wallpaper got rid of dark mode for me too. However...Apple needs to address this. Fingers crossed next update does the trick.
First do a Forced Restart. Then try the steps in this Apple article:

I would recommend a force restart once more. Then go to settings, display & brightness, and make sure automatic is switched off and the check mark for Light is selected.
I’ve done a forced restart 3 times. It starts up ok, but within hours reverts to dark mode. I do not want to deal with a factory reset and having to recreate my entire phone. I’ve used iPhones since their inception, this is the most annoying thing I’ve ever encountered … it has no logical explanation!
Same exact thing is going on with my iPhone 13. Started out of the blue. I read that sometimes updating the OS helped, so I updated to 16.3.1 and it's actually worse! I can't believe I'm gonna have to go in to an Apple Store to get this fixed!
