how to clone an undownloadable app to new ipad

Have an ipad with an app that is no longer available in the app store. Would like to "clone" the app onto a new ipad. When I do transfer all the data and apps to the new ipad it requires the app to download from the app store, which is cannot.

Is there a way to mirror the ipads?
