The startup login screen keyboard always reverts to ABC

This has happened on my M1 Pro MacBook Pro ever since I bought it. It was the same under Monterey. I did not experience this with any Intel-based Mac. I have not found a solution to this problem and it makes the restarts a terrible experience because it threatens to lock me out until I remember that on this machine, I have to always manually select the Dvorak layout I'm using for typing. I've filed a couple of macOS bug report feedback things of this, but this never seems to be solved. It's as if Apple just doesn't care about people who're not using the American keyboard layout. I see many others have the same problem both here as well as on other forums.

This seems to be partially related to FileVault being enabled. Turning it off makes the user-selected keyboard layout accessible. However, maybe this should be filed under FileVault in general. Apple should theoretically have more than enough resources to have machine-testable automation suites to handle software development like this, so is this about Apple compromising on quality?
