Im not sure how to interpret what you mean about about the storage of 16GB, but if that is what the storage on your iPad is, you may not have enough space to update.

if you want to restore it from a previous backup, you can do it on the device from a previous iCloud save, or by plugging it into the computer, and using your iTunes account to restore a previous backup.
if your issue is storage and you’re looking for more storage on your ipad you can always check to make sure that you’re using iCloud storage and iCloud Drive. If you go to settings, click on your Apple ID, click on iCloud, and you can make sure your, messages, notes and mail are turned on, check that photos are turned on and that optimizing storage is turned on for photos as well, then check that all other apps and features are turned on to use iCloud storage. If you need more you can upgrade the amount of iCloud storage you have as well.
you can also check your system storage to see what is taking up the most room on your device and if you’re not using it then delete it, and delete safari data/cookies/cache as well.
If you’re having trouble updating to the latest version of IOS, you can plug your device into your computer, then use iTunes to update your system.
