It means if you follow the steps in the support document, your chances of finding the phone improve. However, if you did not enable the Find My option on the phone.....before....it was lost, you have very little chance of finding the phone, unless you "lost" it in your home, not out in public.

Even you enabled the Find My option on the phone, it will not show up on the Find My map unless it has good battery power and a good connection to the Internet.

Another way to say the same thing......if the battery has run down or the phone does not have a good cellular connection, it cannot broadcast information about its location.

Realistically, very few phones that are lost in public are ever found again by their owners, so you might want to keep your expectations low.
