If it was acquired from a reputable UK seller, why is this discussion even happening here?
Contact the seller, and return it for refund or replacement.
You could contact that cited email address too, but resolving this is on the seller and not the buyer.
As for the rest, there is no requirement to add a device onto an IMEI blacklist, etc.

I would go to the seller and demand your money back. Then go to an Apple Store and buy it there.
It's pretty clear that the phone was not brand new. And the machine to seal a box and make it like new is quite inexpensive. And there are no reliable IMEI checks; all of the sites that claim to check IMEI are scams.

The phone is brand new, the iPhone 14 plus, not sire you would need a machine considering it isn't plastic wrapped but has sticker seals over the ends. It was purchased off affordablemobiles.co.uk as an upgrade for an existing Vodafone contract. They are a legitimate business.
