That is mostly correct. There are a few more acceptable other places, such as a Shared Backup Destination Folder on another Mac on your network.
Time machine has never accepted iCloud storage as a valid backup destination.

How and where did you invoke your 'weekly' backups?
maybe there are different ways to get some files back depending on that.

As far as I know, you can't use iCloud as data destination of Time Machine backup.
