Disable Wi-Fi While Driving

Have you tried turning off your wifi from settings? That will keep it off until you manually turn it in again. However, if you turn wifi off from the control center shortcut, it will keep it off only temporarily.

Your phone shouldn't be joining random networks. In fact, it can't if they have passwords. However, I'd suggest you go to Settings>WiFi>Ask to Join Networks and set it to "Off".

You really want to have WiFi on if you use navigation.
