Apple Music (Family access )with different countries

I want to connect family access to Apple Music. My brother uses an account with a different country (region). Will Apple Music work on a family subscription for him?

Family member can’t use Apple Music I’m from the Philippines and my friend in Canada can’t use his Apple Music. He’s already a member of my family subscription. However, when he’s trying to browse for music, the Apple Music is charging him to subsrcibe for a plan. We’ve tried multiple attempts but to no success.
