You’re looking in an area where third-party apps can ask, or have asked.

Siri access is controlled from Settings > Siri & Search.

I don’t think Camera app has any separate permissions for microphone access.

Hello.

You are having issues with the microphone. You have tried the phone and the voice memos app, and those work. You have tried Siri and the Camera app, and those do not record audio. You wish to have Siri and the Camera app access or record audio using the microphone.

As a first step toward resolving this, perform a forced restart.

To learn how to perform a forced restart, tap or click on the following blue text link and follow the instructions there: ➡️ Force restart iPhone - Apple Support ⬅️

After performing the forced restart, try using Siri and the Camera app again, and see if those now record audio.

Contact Apple Support. Use the Support link in the lower left corner of this webpage.

They may well ask you to perform a settings & privacy reset, or a factory reset:

Return iPhone settings to their defaults - Apple Support

How to factory reset your iPhone, iPad, or iPod touch - Apple Support

The latter factory includes links to how to back up and restore your iPhone; how to preserve your data.
