Dutch translation missing on the Mac and iPad (latest OS)

Any explanations as to why suddenly the possibility of Dutch translation to English on Safari is now missing from both the Mac and iPad ? It's still available on the phone.

"You may be able to make more languages available in the Translate menu by adding the languages in Language & Region settings."

On my MacBook Dutch also disappeared already 3 times. The first time it came back after an update to macOS, but the second time it only came back after a few days. I am not sure if I even restarted the machine before it came back... The third time it still has not come back... I restarted already and it is still missing.

I see multiple people complaining about this in other forums as well... very weird bug.
