That depends on what you mean.

A 4th generation iPod Touch can still play music that you own (it cannot use Apple Music, which is a subscription service). It cannot get any store apps unless the specific app still runs on iOS 6, but most apps require a newer version of iOS than that. If I'm not mistaken, you will not be able to buy music from the iTunes Store from a 4th generation iPod Touch.

You can however, buy music from the iTunes Store in iTunes on a PC or older Mac and that music, along with music from CD or from other digital stores, can be copied to (and played on) the iPod. (Not sure what the procedure is for buying music if you're using a Mac with the newer versions of MacOS.)

The 4th generation iPod Touch was discontinued (from sale) in October 2012. The latest version of iOS it can run is iOS 6.1.6. The most recent version of iOS (for the 7th generation iPod Touch) is iOS 15.7.3, so as you can see, the 4th gen model is out of date.

To summarise then:

Apple no longer make or sell any model of iPod Touch. You can look here for support with all models of iPod Touch.
