Not Apple Pay. Apple Pay is for you to make purchases with your credit and debit cards in websites and physical stores, not directly at Apple's App Store.

You do need to add a payment method to your Apple ID. The payment method can be one in your Wallet App you use for other payments through Apple Pay but it does not have to be. Click the link below to add a payment method to your Apple account.
