Then I’m afraid we cannot help. As others have stated, it appears you’ve purchased a stolen phone. If you cannot get a refund, please do as KiltedTim suggested and turn it over to the police. You will not be able to use that phone.
For future reference, please see these tips to consider when buying a used iPhone:

You will have to contact the Dept of Health Qld since it appears they were the ones who locked it. However, they may not be willing to do so and may ask you to return the phone to them. It appears that whoever sold the phone to you, did not have the rights to do so. Try to get a refund if you can.

You can’t.
FYI: The location of that device can be tracked. It’s best you turn it over to the authorities before they come knocking on your door to charge you with receiving stolen property…
If the device is managed by an organization, you'll need to contact the organization to have it removed. It is either a stolen device or was not removed from management properly.
I had brought it online it is not refundable.
Please tell me ho to contact dept of health qld. It is only one option because this phone is not refundable.
This is what I found when I searched for “Dept of Health Qld:”

They are not giving me appropriate answer.
You bought a stolen phone.
Return it and get your money back. If you can’t do that, turn it over to the police.

You cannot bypass the remote management requirement. This phone is useless to you.
