Only the provider can unlock it. Apple has no way of unlocking it. They do not lock them.
Show your provider the support document I linked to above. It specifies exactly what you need to do, and how only they can unlock it.

You will need to contact the service provider it is locked to, and request they unlock it. Only they can unlock it. There is no unlock code for iPhones.

I have went to the provider and they sent me to Apple.
Only the carrier can unlock your phone. Apple does not do that. Contact the carrier again.
