Not possible. You must let them complete successfully. Only once they complete, can you request a refund for them.
As it is you currently have not been charged, so there's nothing to refund. Your account is in bad standing and will not be able to use online store services, like iTunes and the App Store, until the payments are taken care of.
Once that happens, you can request a refund for the ones you don't want or need. But until you do, theirs is nothing you can request, and you cannot cancel the pending payments. You are obligated to complete them before anything else can happen.
You can contact Apple Support directly and see if they are willing to cancel the pending payments, but I don't know that they can or will do that. click here ➡️ contact Apple Support
