UPS delivered an empty box

I bought the Airpods Max. After almost a month, UPS delivered an empty box at my house. Apple is denying me a refund or a product replacement, which is completely annoying. Does anyone have an idea what I can do? Apple customer support is basically washing their hands and at the store they say they have nothing to do with this..
