Message Failed to Send Notification repeatedly, and no text’s received

I accidentally tried to send a PDF to a friend via text.(thought it was a photo) It failed to send, and gave me the Message Failed to Send notification. I cancelled the message, but continue to receive the notification, AND, cannot receive text messages. None.

I deleted the entire conversation, reset the phone, reset the settings, hard rebooted the phone, turned texting off and on, but continue to receive the notification, and continue to be unable to receive texts. I can send them, but it takes repeated attempts.
