Extending my wifi network

I am trying to extend my wifi network by using a airport express (2). However i get a message that says it can’t extend the network and that i need to check the network is set ip correctly or that the device is in range or that the passwords are correct. Yet when I pick the join a network box it connects. Why would it connect to the network but not extend it?
