There is no option to selectively sync or selectively backup photos.
If you turn on iCloud Photos, all photos on the device are synced. See: Set up and use iCloud Photos - Apple Support
If you don't turn on iCloud Photos but do iCloud Backup, then all photos will be included in the Backup (unless you exclude all photos). See: How to back up your iPhone or iPad with iCloud - Apple Support
