Yes, if you buy ringtones in the iTunes Store, the ringtone will be paid for from the payment method associated with your Apple ID. If you have previously purchased ringtones and want them back on your iPhone, you can download them again for free.
Go to: Settings → Sounds & Haptics → Ringtone → select Download All Purchased Tones
If you have made your own ringtone and transferred it to your iPhone, you do not pay anything.
