You cannot request money through your Apple ID. Apple Cash and your Apple ID are 2 separate things.
You can request money as shown in the support document you posted from, and it will be added to your Apple Cash account. See the "How to send a request for payment" section in the support document you posted from to request money with Apple Cash. Send and receive money with Apple Cash
