It will be safer and more convenient to increase your iCloud plan now that you are dependant on it.
If you want to proceed and you have iCloud Photos turned on (the default situation) then you would have to download all of them to the iPhone then turn off iCloud Photos.
You would have to be very careful that you have room for them on the phone.
You can also download the all to your Mac or PC before turning off iCloud photos.
NB read it up first or you could lose the whole lot.
