Why don't the hyperlinks work in my Preview PDF document?

I downloaded a PDF {into Preview, Version 11.0 (1043)} , and none of the hyperlinks work. This is a screen shot of one of the pages.

Hi dpepper,

Thanks for using the Apple Support Communities.

From your post, we understand that hyperlinks in the Preview app is not working as expected.

We'd be happy to help.

Give the following steps a try and test after each.

1) Quit the Preview app, then hold the Shift key on your keyboard while opening it again.

2) Restart your MacBook Pro by clicking the Apple () menu in the upper left of the screen and selecting "Restart..." from the drop down.

3) Try opening your files with Preview in safe mode. You can get information on what safe mode does, how it can help, and how to boot to it here: How to use safe mode on your Mac

Apple silicon
1) Shut down your Mac.
2) Turn on your Mac and continue to press and hold the power button until you see the startup options window.
3) Select your startup disk, then press and hold the Shift key while clicking “Continue in Safe Mode.”
4) Log in to your Mac. You might be asked to log in again.

Intel processor
1) Turn on or restart your Mac, then immediately press and hold the Shift key as your Mac starts up.
2) Release the key when you see the login window, then log in to your Mac.
3) You might be asked to log in again. On either the first or second login window, you should see ”Safe Boot” in the upper-right corner of the window.

4) Test how Preview functions in a new user account. The following article details what a new user can do to help, and how to create a new account: Change Users & Groups settings on Mac

Performing this step above may help resolve the issue or allow us to isolate the problem further.

Please let us know the outcome after giving the above steps a try.

Cheers!

One from a purchase of Etrecheck application and another from Carbon Copy Cloner Developer for another Purchase.

The Hyperlinks in each will and have presented a Pop Up when attempting to Open the Embedded Links

The question that does arise, what Browser is set as the Default Browser >
